Inks, phthalates and PFAS on prints

Print chemistry is why a pretty transfer fails customs. Inks, adhesives and DWRs carry solvents, phthalates, heavy metals, APEO, sensitising disperse dyes and, on outdoor water-repellent stories, PFAS. The garment RSL is not the same as the factory MRSL. Ask for both if you actually want clean production.

This note is a buyer map of common lists, not legal advice. Confirm the current RSL edition and statute with the brand and counsel.

ZDHC MRSL is about what the print shop may use. AFIRM / brand RSLs are about what remains on the garment. OEKO-TEX ECO PASSPORT sits on the chemical input.

RSL and MRSL

PRSL / brand RSL (AFIRM, AAFA and house lists) limits what is on the article: phthalates in a soft print, residual solvents, allergenic dyes, metals.

MRSL (ZDHC is the name apparel uses) limits what is in the factory tank: aromatic solvents, certain halogenated helpers, APEO, listed plasticisers. Chemicals are scored (Level 1–3). A clean garment test with a dirty MRSL is still a failed audit for many brands.

Legal overlays: REACH (SVHC, CMR, POPs on old halogen helpers), California Proposition 65 warnings, CPSIA lead and phthalates on children’s prints, TSCA on US chemical identity, China’s GB 38507 VOC limit on inks as a domestic production line. RoHS is for electronics, not for a cotton tee, unless the trim is actually electronic.

The usual villains on prints

  • Phthalates — classic flex additives in plastisol and some transfer coats; tightly limited in kids’ product and on most RSLs.
  • APEO — old wetting agents in water-based systems; banned from intentional use in serious programmes.
  • Soluble heavy metals — cheap inorganic pigments.
  • Formaldehyde and sensitising dyes — especially some disperse dyes in sublimation systems.
  • PFAS — long-life water-repellent and some stain stories on transfers and membranes; now a POPs / brand-phase-out focus. Do not specify “C8 DWR” on a 2026 EU outdoor brief without a chemical review.
  • Azo colorants that can cleave to listed aromatic amines — REACH Annex XVII and national limits (commonly 30 mg/kg of listed amines in the textile conversation).

OEKO-TEX as a practical filter

STANDARD 100 on the printed garment (Class I for infant) is the article screen. ECO PASSPORT on the ink is the input screen, and it is how many shops demonstrate ZDHC-aligned chemistry. Neither is a law. Both beat a supplier WeChat that says “eco.”

Write the spec: ink system (water-based, silicone, plastisol-free), RSL edition, kids or adult, PFAS-free if that is the programme. Retest when the print shop changes the white underbase.

Plastisol’s flexibility was the historical reason for phthalates; “phthalate-free plastisol” is a named product, not a vibe. Water-based and silicone systems move the problem to binders, catalysts and residual monomers — still test. Outdoor DWR on a print is a chemistry line of its own; do not assume the face ink’s STANDARD 100 covers the repellent.
